File → Open the .dxf in AutoCAD or LT — in the US it lands on real State Plane coordinates (feet unless you pick meters) with AutoCAD's aerial map on. In Map 3D / Civil 3D open the DWG instead

Draw right on it — no XREF needed. Or bring it into your own drawing: XREF at 0,0, or copy and PASTEORIG. Every layer is exported; freeze or turn off the ones you don't need
